their wives work in government departments and likewise draw no family allowance — in application of the law which says that the children must be in the charge of the father, not in the charge of the mother. How, then, can the problems of families such as these be solved?
Thus we see that Decree No. 8135, which opened the way for the woman whose husband has left the country for a period exceeding two years, has not done justice to woman, just as it has not done justice to many families whose breadwinner, man or woman, has been deprived of profiting from the family allowance.
These are fleeting observations on Decree 8135 which I refer to the women's organizations, hoping they will lend them the attention they deserve, so that they may be in harmony with the purpose for which they were founded, and so that their activity may not remain on the margin of women's causes. Before these organizations lie many fields of work for the wiping out of all the marks of discrimination between woman and man — and how many they are! I have pointed to them in several articles, and I allude to a few of them on this occasion: there is the inequality in inheritance; women's failure to attain the high posts in the machinery of the State; their lack of the right to travel outside the country without their husbands' consent, while the man is entitled to leave the country without any regard for the wife's consent or its absence; and there is also the
failure to apply the labor law as regards equal wages for work equal in kind and in quantity... All of them matters that call for much effort and organization in the work of the women's organi
zations. I hope, finally, that they will take note of them and place them at the very heart of their programs of work — among them Decree 8135, which has given woman truncated rights.
